There are two ways to measure the inductance and ESR of an antenna coil the first being to simulate the circuit using the many antenna electromagnetic simulation software application or use a material analyzer such as the Keysight E4991B.

If you are trying to measure the inductance and ESR of a single lumped element component and do not have access to the proper test equipment you can usually contact the manufacturer of the component and ask them for this information.
